When entertaining, set up a side table as the beverage station, away from the main eating area to keep guests moving about. Stock it with liters of soda, punch in a colorful bowl. Guests can then help themselves to refills.
When I have sit-down meals at my house, I place the name cards on my table at random.

Have them help serve drinks or pick a subject they all have in common, such as their children or grandchildren, movie they've seen or want to see. Simple break the ice, simply smile more.

Don't sit... Stand and walk around to keep from any one particular person keeping you to themselves. It helps if you are married for your spouse to call you over to different guests ..

I engage a couple of friends with different interests to mingle with the other guests and keep things lively. Also, setting up the appetizers and drinks in different stations helps to keep the guests from settling in just one area - like the kitchen! Hot appetizers in one area, cold like fruits and cheeses in another, etc. Guests will move around and mingle more!
