The Belle of the South
Not everyone needs to be spooky on Halloween night, and this costume is easier than you think.

If you’re a romantic at heart, here’s your chance to put on a hoop skirt and discreetly flutter your eyelashes from behind a fan. The key element of the look is the dress. You can rent an elaborate dress from a costume shop, but you have to be willing to spend a little money and reserve one in advance. To save some money, use an old bridesmaid’s dress — either from your closet or a vintage shop — with a full skirt. Wear crinolines (also found at a vintage shop) underneath to give your skirt volume. Or, if you're handy, you can even affix a light-weight hula-hoop to the underside of the skirt to create the look. Once you've got the dress down, some accessories will complete the outfit, and most can be picked up cheaply at a costume shop: white gloves, a collapsible fan and a hat or bonnet are all necessary. Wear your hair curled and carry a lace handkerchief. The handkerchief can also double as a head covering.
